Venezuela's 31 tons of Bank of England gold: U.S.-supervised release plan and the viral "already transferred" claim (Aug.-Sept. 2026)

Case

Venezuela's 31 metric tons of gold (about $4 billion) have been held at the Bank of England since 2019. After U.S.-brokered talks, the Rodriguez government and opposition agreed in August 2026 to jointly seek its release, with reported plans to route it through U.S. Treasury accounts or the New York Fed under outside audits. A Sept. 21 social-media post said the gold had been "officially transferred" to the U.S. Reporting through late September says the deal was not final, the Bank of England says it cannot act without a further UK court order, and a fact-check found the truck video circulating with the claim is unrelated.

The claim going around (Sept. 21, 2026)
A Sept. 21 Instagram post by tbcnewsline, crediting RT for the video, says 31 tons of Venezuelan gold frozen in Bank of England vaults for seven years "have been officially transferred" to the United States, and that access to and use of the assets will be under direct U.S. supervision.
A Facebook video circulating since Sept. 21 shows two cargo trucks escorted by police cars and motorcycles, presented as the transfer of the 31 tons. Cotejo.info's reverse-image search found it shows a logistics operation in the Netherlands, from 2023, with no connection to Venezuela or the Bank of England.
El Diario's fact-check says the viral posts mix the false footage with a real event: the Venezuelan government and parts of the opposition are negotiating a deal to move the gold to the Federal Reserve Bank of New York. It reports the 31 tons remain subject to the dispute dating to 2019.

What the reporting documents (Aug.-Sept. 2026)
About 31 metric tons of Venezuelan gold, worth about $4 billion, have been held back by the Bank of England since early 2019, when the UK backed Juan Guaido and declined to recognize Maduro's government.
After about two weeks of U.S.-brokered talks (reported Aug. 17), the government led by Delcy Rodriguez and sectors of the opposition agreed to jointly seek the gold to fund reconstruction after June's earthquakes. The talks did not include opposition leader Maria Corina Machado, who has been in Washington since late last year.
Aug. 18: opposition National Assembly deputy Ramon Lopez, part of the delegation in the U.S.-supervised talks, said the gold would be channelled through U.S. Treasury Department accounts, released only after planning and oversight mechanisms are set, and audited by international firms.
The Treasury routing mirrors the oil arrangement, under which Venezuela's key oil revenues have been managed by the U.S. Treasury since Maduro's ouster and disbursed to Caracas at Washington's discretion. In February, Al Jazeera reported oil proceeds going through U.S.-supervised channels into a restricted account in Qatar subject to U.S. approval.
Sept. 18: the Financial Times reported the government and opposition were close to an agreement to move the gold to the Federal Reserve Bank of New York. Under the proposal the Rodriguez government would gain legal control but could not sell the gold immediately. The New York Fed, the Bank of England and the British Foreign Office did not immediately respond to Reuters.
Reuters reported that two sources close to the talks said the gold would move to the New York Fed under the proposed deal, while another said the U.S. Treasury would administer it. The opposition demanded a transparency protocol, U.S. oversight and project-by-project approval of fund use. Two opposition sources said the U.S. had discussed ways to free the gold with the UK.
The Treasury has issued and amended licences permitting certain transactions involving Venezuelan oil, banking and minerals, including gold.

What the sources do and do not establish
The Bank of England said it is not in a position to act on the gold until there is a further court order on who has legal authority over the account.
As of the Northern Miner's report, the agreement had not been finalized and several legal and technical issues were unresolved. Even a completed agreement would resolve only part of the dispute, because the British legal process would still need to clear the way before the bullion could leave London.
Reporting differs on the destination: the New York Fed (per the FT and two Reuters sources) or a U.S. Treasury-administered account (per another Reuters source and the opposition's description).

Perspectives

Official position — Bank of England
The Bank is not in a position to act on the gold until there is a further court order on who has legal authority over the account. It does not comment on individual customer relationships.

Official position — Ramon Lopez, opposition National Assembly deputy (delegation in the U.S.-supervised talks)
Routing the gold through U.S. Treasury accounts is meant to ensure it is used properly and audited by international companies, and it would be released only once planning and control mechanisms are in place. He rejected the idea that releasing the gold is traded for Supreme Court reform.

Research notes
Verification (Oct. 4, 2026): the Sept. 21 post's claim that the gold was "officially transferred" is not supported. Reuters/FT reporting through Sept. 18 describes a deal that was near but not final, the Bank of England says it needs a UK court order, and Cotejo.info/El Diario found the truck video was a 2023 Dutch logistics operation. No source found, through Oct. 4, reporting that the gold has physically left the Bank of England.

Open leads:
- Not confirmed that the clip in the Instagram post is the same file Cotejo.info checked (both show two escorted trucks).
- Status of the UK court order on who controls the Bank of England account.
- Any signed agreement, or any statement from the U.S. Treasury, State Dept., New York Fed or Bank of England. None found.
- The FT's original report is paywalled; cited via Reuters.
- Dollar value varies with the gold price across reports (about $4 billion in recent Reuters/FT reporting).
- Related entry's gold section (Venezuela: military capture of Maduro...) says the gold "was set to be released" as of August; this entry's sources say it was not finalized as of late September.

Note
Whether U.S. Treasury custody and approval rights would serve Venezuelan reconstruction or amount to U.S. control of Venezuelan reserves is contested; no source found confirms the gold has left London.
