U.S. threat to cut intelligence sharing with Ukraine over refinery strikes (Oct. 2026), after the March 2025 pause

Case

Zelenskyy told NPR on Oct. 13, 2026 that the Trump administration warned Ukrainian generals it could cut intelligence sharing unless Ukraine stops long-range drone strikes on Russian oil refineries. Axios reported the warning came from envoys Steve Witkoff and Jared Kushner at Oct. 9 talks in Florida. Trump said the U.S. is still sharing intelligence, while Zelenskyy said Ukraine got no partner warning of ballistic missile strikes on Kyiv on Oct. 12-13. The U.S. paused intelligence sharing once before, in March 2025.

The Oct. 2026 warning
Claimed by Zelenskyy, reported by NPR on Oct. 13-14, 2026: the Trump administration warned it could cut off intelligence sharing unless Ukraine stops long-range drone strikes on oil refineries inside Russia.
Zelenskyy said the warning was given to his generals, not to him personally. Axios reported it came from envoys Steve Witkoff and Jared Kushner at Oct. 9 talks in Florida; Trump denied on Oct. 13 that intelligence had been stopped.
Zelenskyy said Ukraine received no early warning from partners about a Russian ballistic missile strike on Kyiv, and that Kyiv relies heavily on U.S. intelligence for such warnings. Trump said Washington was still sharing intelligence.
Zelenskyy told NPR he learned of Trump's announced energy ceasefire through Trump's Truth Social post.

Precedent: the March 2025 pause
Documented: in March 2025, CIA Director John Ratcliffe confirmed the U.S. had paused intelligence sharing with Ukraine amid tensions with Zelenskyy; Reuters reported the suspension could cost lives by hurting Ukraine's ability to defend against Russian missile strikes.
The Oct. 2026 NPR report notes the administration paused intelligence sharing last year.

Perspectives

Official position — President Trump
The U.S. is still sharing intelligence with Ukraine and is working with both Kyiv and Moscow to end the war.

Research notes
Follow-up (as of Oct. 14, 2026): The warning is Zelenskyy's account, with Axios naming Witkoff and Kushner as the source of it; the administration has not acknowledged it and Trump says intelligence is still being shared. Watching for: (1) any U.S. official confirmation or denial of the warning; (2) whether intelligence sharing or early warnings are actually reduced, and whether Ukraine's air force reports further missed warnings; (3) the Axios original and any second outlet confirming the Oct. 9 Florida talks; (4) whether Ukraine halts refinery strikes after the warning; (5) any link between this warning and the Starshield cap, which is unestablished and treated here as inferred only.

Note
Trump says intelligence sharing continues; the U.S. has not acknowledged the threat, and Zelenskyy says the warning went to his generals rather than to him.
