Map of documented war-related allegations against the administration: unlawful force, aid and intelligence leverage, and war-powers disputes (index, Oct. 2026)

Synthesis

An index of GREED entries on wars and uses of force under the second Trump administration where courts, UN bodies, legal experts or members of Congress have alleged violations of law: strikes on an Iranian school, boat strikes, the Maduro capture, and leverage over Ukraine through intelligence and Starlink. It labels each as a legal finding, an expert or official allegation, or an open question, and makes no claim that any crime has been adjudicated.

How to read this index
Each linked entry is labeled by what kind of claim it rests on: a legal or UN finding, an allegation by experts, officials or members of Congress, or an open question. Linking an entry here does not assert that a crime was committed; none of these has been decided by a court.

Use of force and the laws of war
Iran war: UN findings and military investigations on the Feb. 28, 2026 strikes on a girls' school in Minab and a site in Lamerd (see linked entry); related entry on casualty-count concealment allegations against the Pentagon.
Caribbean and Pacific boat strikes: UN experts and rights groups allege extrajudicial killings; the Sept. 2, 2025 second strike on survivors drew bipartisan congressional inquiry (see linked entry).
Venezuela: the Jan. 3, 2026 operation that captured Maduro was carried out without congressional authorization, and legal experts and a UN report question its legality (see linked entry).

Leverage over Ukraine's defense
Starshield speed cap (Oct. 13-14, 2026): a claimed political link, unproven; the Pentagon reportedly holds the Starshield contract (see linked entry).
Intelligence-sharing threat over refinery strikes (Oct. 2026) and the March 2025 pause (see linked entry).
Related policy entries: the Russian diesel sanctions waiver and the announced energy ceasefire.

Research notes
Follow-up (as of Oct. 14, 2026): New items to add as they are documented, each labeled by kind of claim. Update the Starshield and intelligence-sharing entries as officials respond. Candidate additions if sourcing holds: war-powers litigation or votes over the boat strikes and the Maduro operation, and any inspector-general or congressional findings. This index will not describe any action as a crime unless a court or competent body has so found.

Note
No court has ruled on most of these; the administration disputes the legal characterizations, and several items rest on contested or anonymous sourcing.
