'Flood the zone': overwhelming courts, opposition, and the public

Case

This entry is different from the others: it's not a single incident but a named strategy that several entries in this doc plausibly illustrate. It's included as a connective thread, not as a standalone proven conspiracy - each linked entry should still be judged on its own documentation above.

Origin
Steve Bannon, Trump's former chief strategist, described the approach in a 2018 interview: 'The real opposition is the media. And the way to deal with them is to flood the zone with s***.' He elaborated in a 2019 PBS Frontline interview that the media 'can only focus on one thing at a time' because they are 'dumb and lazy,' and that hitting them with multiple developments daily prevents sustained scrutiny of any one action.

Documented application since January 2025
Legal experts told ABC News the second Trump administration explicitly employed this approach, 'overwhelming the courts and the public with constant policy changes.' As of April 2025, Trump had issued more than 140 executive orders - compared to Joe Biden's 162 over his entire four-year term.
By late April 2025, ABC News counted 217 separate court cases filed against the administration, with a large majority resulting in temporary restraining orders, reversals, or blocks. Legal scholars noted that even when courts ultimately rule against the administration, the strategy still 'works' because the resulting damage (implemented policy, public confusion, exhausted opposition resources) occurs in the period before rulings catch up.
Russell Vought, a Project 2025 architect and Trump's OMB Director, said in a pre-appointment 2023 speech (resurfaced during his confirmation hearing) that he wanted federal bureaucrats 'traumatically affected' and 'in trauma' - a stated goal of psychological exhaustion of opposition within the government itself, not just in courts or media.

How this connects to other entries in this document
The DOGE 'Defend the Spend' entry shows the same overload logic applied to individual grant recipients - manual review requirements imposed across thousands of grants simultaneously, straining agency and recipient capacity to respond.
The tariffs entry shows a similar pattern in trade policy: sweeping IEEPA tariffs affecting nearly all trading partners at once, followed by a shifting patchwork of exemptions and replacement authorities (Section 122, 232, 301) after the Supreme Court struck down the original basis - each shift generating new litigation and compliance burden.
The redistricting entry shows the tactic applied at the state level nearly simultaneously (Texas, Missouri, North Carolina, Indiana, prompting California's countermove), consistent with a multi-front strategy rather than a single isolated dispute.
The Venezuela entry involves a rapid sequence of military action, oil-law changes, and asset transfers within weeks, leaving limited time for independent scrutiny of any single step before the next occurred.

Recent examples (Sept.-Oct. 2026)
DHS has used an exemption for cases of "unusual and compelling urgency" to justify more than $29 billion in spending across about 500 contracts in Trump's second term, according to a New York Times analysis. The $464 million no-bid purchase of ten aircraft from Daedalus Aviation was justified this way as urgent for deportation flights, but seven of the planes sat parked for months. The Times reported on Oct. 4 that five were bought in Noem's last hours as secretary.
Venezuela: oil revenues have been managed by the U.S. Treasury since Maduro's ouster and disbursed to Caracas at Washington's discretion, and a plan under negotiation would route the country's 31 tons of gold held at the Bank of England through U.S. Treasury accounts or the New York Fed. As of Reuters' Sept. 18 reporting, the deal was not final, and a viral claim that the gold had already been transferred was unsupported.
Jared Kushner has negotiated on Gaza, Ukraine and Iran as a special envoy while raising money from Gulf governments for his firm. CREW says his Feb. 19 appointment required a public financial disclosure, while Middle East Eye reports he is treated as holding no official position and not required to disclose.

Note
Intent to overwhelm is inferred from volume and officials' own statements, not proven for each action; critics say heavy executive activity is normal for an ambitious administration.
